New U.S. Supreme Court Web site

On March 18, 2010 the Supreme Court will commence in-house hosting of its Web site, assuming site management responsibilities from the Government Printing Office (GPO), which had provided hosting services since the site's inception ten years ago. The Court received funding in its FY 2010 appropriation to make the transition from GPO to in-house management. That transition will enable the Court to integrate the Web site with the Court's other operations, improve the quality of the site, and expand services for the public's benefit. The Web address for the site will change from www.supremecourtus.gov to www.supremecourt.gov , but either address will provide access through July 1, 2010.

Visitors will find that the Supreme Court Web site has an updated and more user-friendly design. The site continues to provide online access to the Court's slip opinions, orders, oral argument transcripts, schedules, Court rules, bar admission forms, and other familiar information. But it also has several new features, including enhanced search capabilities, an interactive argument calendar, improved graphics, and additional historic information. The Court plans to continue to update and expand the site's features over time. The process of launching the new design may occur over several hours, but the new version of the Web site should be available to all users by the end of the day.

CCH Intelliconnect News

The CCH databases the law school and the University subscribe to, the Business and Finance Internet Research Network, Mergers and Acquisitions, Health & Human Resources Internet Research Network, and the Tax Research Database, are now all accessible via Intelliconnect. Intelliconnect is a new search interface which allows users to search all of the campuses CCH databases on one platform. It also offers users a means to save their personal settings and prior searches. Intelliconnect does however require that persons create a user id and password in order to access the new system.

The CCH databases may be directly accessed from the online catalog or the legal database menu on the law library's website. Access to the CCH Tax Research network is limited to current faculty, staff and students and requires onyen and password authentication in addition to your Intelliconnect user id and password.

Case Law now on Google Scholar

Google Scholar now searches legal cases and journal articles. Most of the cases appear to reside on Google's server while journal articles are materials available on law journal websites. How useful is it? The first posting I can find about it is available on the Blog Just in Case

Westlaw Password Security Changes

In an effort to meet higher password security standards Westlaw is implementing a stronger password standard called OnePass. If your current username and password do not meet the stronger standard, you now have until January 31, 2010 to update your account.

On Thursday, Oct. 22, the Carolina Tar Heels will host the Florida State Seminoles for a nationally televised football game at Kenan Stadium, starting at 8 p.m. This Thursday night game, which will occur during students' Fall Break, is expected to attract a large crowd of fans on campus, beginning as early as 4 p.m. As a result, the University will alter the time at which the work day ends to allow all University employees ample time to leave campus and avoid the expected traffic congestion.

The University (including the School of Law and Law Library) will be closing at 3:00.

All vehicles should be removed from law school parking lots at 3:00 and will be towed if not removed by 5:00.

"NOT" operator added to HeinOnline's Search Field

For those HeinOnline users who prefer to search using the Field Search, Hein has added a small but powerful option to this search page. The 'NOT' operator is now a selectable option in addition to the AND/OR operators you are used to using. The 'NOT' operator is used in a search the same way that you would use the AND/OR operators.

Simply select the NOT option from the drop box. The NOT operator is different because it functions as an exclusionary tool. This can be quite useful in weeding out search results that are very similar to the topic you are looking for, but are actually irrelevant to your search and just diluting the results that you really want.

Changes in Student Printing

The ITS Computer Lab in room 3045 of the Law Library has been closed by the University because of budget pressures. Students can continue to use the printers in this room and will continue to receive their $40 per semester printing allocation.

Carolina Law is providing an additional $40 per semester of printing to the Carolina Law Student printers located in the rumpus room and on the upper level of the rotunda.

Law Students: Before Using CALI

Before creating a new account at cali.org, get Carolina Law's authorization code .
Use the school's authorization code just one time. During your first cali.org registration/account creation process, enter it into the box entitled "Authorization Code." You'll never, ever type or even have to think about your school's CALI authorization code again after your new cali.org account is created.

Your school's authorization code IS NOT your cali.org username or password: You create your own username during registration. You create a unique password by following a link CALI will send you in an email immediately following the first registration step. This may sound confusing, but take two minutes to watch the video and you should understand.

Once you've registered, use the username/password you created during registration to login at cali.org. Once registration is complete and your account is created, you use your own username and password -- not your school's authorization code, which you can officially scrub from your memory.

New HeinOnline Searching Feature

The new search tool allows HeinOnline users to easily search for words or phrases in the section, or the page they are currently viewing.

The new search option is available throughout HeinOnline. When viewing a page, you will see a new magnifying glass icon located above the page image.

Clicking this icon will cause a box to appear, giving you the option to search just the particular page you are viewing, or the entire section. Both word and phrase searching works with this new feature, but please be sure to put your phrase searches in quotation marks(ex."Federal Law").

Disappearing Legal Materials

Nearly 14 percent, or approximately one in seven, of the online publications archived by the Chesapeake Project Legal Information Archive between March 2007 and March 2009 have already disappeared from their original locations on the Web but, due to the project’s efforts, remain accessible via permanent archive URLs. A similar analysis in 2008 showed that slightly more than 8 percent of archived titles had disappeared from their original URLs, demonstrating a dramatic increase in “link rot,” or inactive URLs, among archived Web content over the past year.

A two year evaluation of the project reports that the libraries participating in the project have archived more than 4,300 digital objects and tracked more than 177,000 visits to the open-access home of The Chesapeake Project’s digital archive collections. Users of the project’s Web site visited from U.S. educational, government, and military institutions, as well as from countries abroad throughout the Americas, Europe, the Middle East, Asia, Africa, Australia, and the Pacific Islands.

Westlaw has instituted a program to give limited Westlaw access to recent graduates whose employment has been delayed or deferred. The offer applies only to those graduates who had offers of employment before graduation that have been either delayed or deferred, and provides limited access to Westlaw for pro bono research.

The offer also provides graduates with free access to job search and career research tools.

Firms swapping Lexis for Lois

As firms deal with the difficult economic environment, they're looking for ways to cut back on costs (that don't involve firing their associates). Kirkland got rid of the granola. K&L Gates went to one-ply toilet paper. A LittleLaw firm in Minnesota said goodbye to Kleenex. We don't know the status of the paper goods or bagels at Locke Lord Bissell & Liddell, but we do know the firm is cutting back on its legal research costs. A Locke Lord associate tells us the firm is embracing Loislaw for non-billable legal research.

Student Printing

Student Writing Competition for $2,500

The Planning & Law Division of the American Planning Association is pleased to announce its 26th Annual Smith-Babcock-Williams Student Writing Competition. The winning entry in the competition will be awarded a prize of $2,500 and will be submitted for publication in The Urban Lawyer, the law journal of the American Bar Association's Section of State & Local Government Law. In addition to the first prize, the Competition will award a second prize of $1,000 and up to two Honorable Mention prizes of $250.

The competition is open to law students at ABA accredited law schools and planning students at schools listed in the Guide to Graduate Education in Urban and Regional Planning (13th ed.) who are enrolled in or who will complete a program of study leading to the J.D., LL.B., Masters or Ph.D. degree during the 2008-09 academic year.

Electronic Instruction Center

The computers in the Electronic Instruction Center, room 3031, have been upgraded to Windows Vista. Access is limited to Carolina Law students, faculty, and staff. They must log in using their onyens.

The computers can now print to the Carolina Law student printers in the upper level of the rotunda and the rumpus room in addition to the student printers in the ITS Computer Lab in room 3045.

Personal files should be saved to a flash drive or emailed home because all files are deleted permanently each night and every time the computers reboot.

Once again, SILS at UNC-Chapel Hill is sponsoring summer seminars open to all information professionals. Spend two weeks this summer exploring the libraries of Oxford or Prague, meeting other information professionals, and enjoying the culture. The dollar is stronger than it has been in many years so it is a great time to travel to Europe. Registration is now open for two summer seminars sponsored by the School of Information and Library Science at UNC Chapel Hill.

The Oxford seminar, led by a faculty member from UNC and experts from the Bodleian Library, provides an overview of British librarianship. The program is centered in Oxford but participants visit the British Library in London and have opportunities for additional travel in England. The seminar will take place May 17-30th.. The Prague seminar, led by a UNC faculty member and faculty from Charles University, provides an overview of librarianship in the Czech Republic. Daily Bulletin

The School of Government publishes the North Carolina Legislature's Daily Bulletin which "provides clear and concise summaries of bills, committee substitutes, and amendments and a complete record of all floor action taken every day." The Daily Bulletin is published each day that the North Carolina Legislature is in session. The School of Government has generously made it available for Carolina Law faculty and students at no charge.

Carolina Law faculty and students can request to be added to the daily email distribution list. Other interested parties should visit the School of Government's site for subscription information.

There are also Bill Digests and archival Daily Bulletins available on the School of Government website. The password can be found by logging into My Carolina Law, then selecting "Community," "Library," and either the faculty or student password page.

No more Weekly Compilation of Presidential Documents

"The Office of the Federal Register (OFR), which is part of the National Archives, has created a new publication, to be called the Daily Compilation of Presidential Documents. The Daily Compilation will appear on the Government Printing Office's (GPO) new Federal Digital System (FDsys) January 20, 2009, to coincide with the incoming President's term of office. The web site will be accessible by January 20. The online Daily Compilation will replace the printed Weekly Compilation of Presidential Documents."

Law School Student Printing

Two new Pharos printing stations were recently installed in the law school, providing a convenient alternative to all Carolina Law students wishing to print wirelessly from their laptops. One printer is located in the upper level of the rotunda, while the other can be found just off the rumpus room, to the right of the TV viewing area. The new printers require installation and configuration so that they will appear on your laptop.

Please review the documentation listed under Printing (Students Only). Windows laptop users will need to download and install a custom version of the "CCI Printing" software, while Mac users will need to add an additional print queue using the existing CCI Printing installer. All relevant download links and instructions are included in the PDF you will find at the URL above.

Settlement in Google Copyright Case

Google, the Authors Guild, and the Association of American Publishers announced a settlement of the case dealing with Google's book scanning project. Google will pay $125-million to establish a Book Rights Registry, for compensation to authors, and to cover legal costs.

Two Million Free E-books

Two million digital books are now available from a HathiTrust, a consortia of university libraries. These materials were scanned as part of the Google Book Search. Unfortunately, only 16 percent, about 327,000 volumes, are available in full-text because the other 84 percent are still in copyright.

This project will ensure that these materials remain available regardless of any future changes at Google. The collection will grow as the libraries' materials continue to be scanned and digitized.

The Law Library has added a large number of new e-books to our collection with the purchase of the Hein World Trials Library.

HeinOnline’s World Trials Collection contains not only trial transcripts and other critical court documents, but also trial-related resources such as monographs which analyze and debate the decisions of famous trials. It also includes biographies of many of the greatest trial lawyers in history. This collection delivers previously hard-to-obtain historical content to the desktops of researchers worldwide.

Several famous and important works in this collection include : John Lawson’s “American State Trials”, “Howell’s State Trials”, “Law Reports of Trials of War Criminals”, “Reports of State Trials” and “Sixty Famous Cases”.

Take a moment to test your knowledge of the law -- and have a good laugh -- thanks to Margaret Hall, Vera Braden, Laura Dodson and Donna Nixon. Changes to Copyright Act on the Horizon?

Are changes to the Copyright act way overdue? Professor Laura N. Gasaway and a national group appointed by the Librarian of Congress say yes. The group, the Section 108 Study Group, just issued a report recommending some important changes to help bring Copyright into the digital age. But the group had trouble coming to consensus on the most contentious issues because the members represented a broad range of often opposing interests, from the Disney Company, Universal Mastering Studios and publishing companies to various library organizations and university presses. Their focus was on Section 108 of theAct, which determines whether and how libraries can borrow, lend, copy and archive materials for their patrons.

Why should you care? Because, it directly affects the law library's ability to quickly and efficiently provide articles and other documents to students doing research papers or notes for a journal, law journals doing edits, and research assistants and professors working on scholarly writing, just to name a few. Will Congress pass the recommendations into legislation? Stay tuned.

HeinOnline Law Journals Are Being Indexed by Google Scholar

It's no secret! As Due Process, WisBlawg and ZiefBrief have all reported, Google Scholar is indexing the Law Journals in HeinOnline to make the more than 1,100 titles searchable in the Google Scholar interface. The indexing is still ongoing, as Google Scholar has not fully indexed all of the titles in the Law Journal Collection as of yet. Over the next 30 days or so they should near completion of the indexing at which point the entire HeinOnline Law Journal collection will be searchable in Google Scholar.

So how does it work? Go to Google Scholar and search for a Law Journal or an article name from within a Law Journal. If the article is available in HeinOnline, it will be included in your search results, like the example below.

When you click on the link to open the article in Google Scholar, you will see the HeinOnline logo on the right sidebar with a link that says "Subscribers Click Here To Access". When you click on the access link, you will be taken directly to that article in HeinOnline. NOTE: You may be asked to log in once you reach the HeinOnline site. If so, simply log in and then you'll be directed to the article.

Our gratitude extends to the HeinOnline community for spreading the word about this tremendous initiative. Problems with Westlaw, PDFs, & Internet Explorer

There are two issues with explorer. First, users need to make sure they have upgraded explorer to the latest version. Older versions should work as long as they are newer than 5.6, but newer is better.

Second, IE blocks almost everything that is a pop-up (printing, second research windows, PDFs), so users will have to hold down the ctrl key while clicking on the PDF link to disable the popup blocker. If they let go of the ctrl key before they see the "open/save/cancel" window, then it won't work.

If it still isn't working, there may be security settings on the individual PC that are getting in the way. Users may call the academic line 800-850-WEST and have tech support walk them through a change in security settings.

Empirical Legal Studies

Through the collaborative efforts of Cornell and UCLA, there is now available a bibliographic database of empirical legal studies and scholarship: the ELS Bibliography.

The database is a work-in-progress, and they welcome any comments or suggestions that users may have. The database allows author, title, and subject searching, as well as limiting by year. For more background information on the project, be sure to check the database description.

Empirical legal studies are increasingly important in the legal academy as it evolves to become more interdisciplinary. Moreover, empirical legal scholarship has direct relevance to the discussions of legal issues in today's public and political discourse. The ELS Bibliography will be a welcome resource.

The current edition of North Carolina Lawyers Weekly will be available on this webpage each week in pdf format. The pdf version of the paper has exactly the same news stories, opinion digests and other content that subscribing lawyers and judges receive every Monday morning. RESTRICTIONS: The newspaper and websites are copyrighted material and intended for viewing by students. They may not be retransmitted or forwarded to anyone. The website includes a searchable archive that accesses news stories and opinion digests dating back to 1989. In recognition of Black History Month the Black Law Students Association (BLSA) has mounted an inspiring display entitled "Celebrating Black Pioneers." The display was coordinated by BLSA Secretary Regina Achempong and President Derrick Pitts, with the assistance of several BLSA members.

The Disability Law Organization has mounted a though-provoking display under the leadership of Michal Yarborough, Jennifer Marsh and Amy Mackin. Come see how all areas of law (real estate, education, health, tax, etc.) impact disabilities law.

Google Tips

1. Find related terms and documents
Ok, this one's direct from any straight-up advanced search operator cheat sheet, but it's still one of the lesser-used tricks in the book. Adding a tilde (~) to a search term will return related terms. For example, Googling ~nutrition returns results with the words nutrition, food, and health in them.

2. Compare items with "better than" and find similar items with "reminds me of"
Reader Adam taps the wisdom of the crowds by searching for like items using key phrases. He writes in: Simply search for, in quotes: "better than _keyword_"

Some example results:
Results 1 - 100 of about 550 English pages for " better than WinAmp".
Results 1 - 57 of 57 English pages for " better than mIRC".

Results 1 - 100 of about 17,500 English pages for " better than Digg". (Wow. Poor Digg.)

The results will almost always lead you to discovering alternatives to whatever it is you're searching for. Using the same concept, you can use this trick to discover new music or movies. For example, " reminds me of _someband_" or "sounds like _someband_" will pull up artists people have thought sounded similar to the one you typed in. This is also a great way to find good, no-name musicians you'd probably never know of otherwise.

Examples:
Results 1 - 88 of 88 English pages for " reminds me of Metallica".
Results 1 - 36 of 36 English pages for " similar to Garden State".
Results 1 - 66 of 66 English pages for " sounds like The Shins".

Just get creative and you'll, without a doubt, find cool new stuff you probably never knew existed.

3. Track flight status
Enter the airline and flight number into the Google search box and get back the arrival and departure times right inside Google's search results.

4. Convert currency, metrics, bytes, and more
Google's powerful built-in converter calculator can help you out whether you're cooking dinner, traveling abroad, or building a PC. Find out how many teaspoons are in a quarter cup (quarter cup in teaspoons) or how many seconds there are in a year (seconds in a year) or how many euros there are to five dollars (5 USD in Euro). For the geekier set, bits in kilobytes (155473 bytes in kilobytes) and numbers in hex or binary (19 in binary) are also pretty useful.

Amazon's eBook Reader

Amazon has released its new eBook reader, Kindle. This device weighs 10 ounces and can store up to 200 books. It uses the EVDO cellular network, so the user does not need to connect to a PC or find a wireless network to download. There are no monthly charges for the cellular network, it is included in the cost of the books. Kindle will be competing with the Sony Reader.

No Smoking Policy at UNC

While the University has banned smoking inside its buildings and facilities for years, starting in January the no-smoking boundary will be extended to all outdoor areas controlled by the University up to 100 feet from University facilities, both on and off campus. Silent Witness

This dramatic display portrays North Carolina women murdered in acts of domestic violence. These victims, and the publications featured in the display, are somber reminders of the continuing need to educate the public and enforce laws enacted to protect victims of violence in our community.

This library display was mounted by Jina Dhillon and James West, members of the Domestic Violence Advocacy Project, in recognition of Domestic Violence Awareness Month.

We have made a few changes in the library Reading Room to answer your call for more electrical support at the tables. You’ll see 40 table seats newly supplied with electrical outlets for your laptop use and 4 upholstered chairs newly located near outlets. In addition, all the carrels on all library floors have electrical support, and wireless Internet access continues to be available throughout the library.

We also have CALI CD’s with student guides in a variety of legal topics for 1Ls, 2Ls, and 3Ls this year. First year students will receive these during Orientation, and second and third year students will be able to pick theirs up in the Rotunda early in the semester or later at the Reference Desk in the Law Library.

This fall you will have four new staff members supporting you in the Law Library.

Julie Kimbrough is our new Reference/Faculty Services Librarian and comes to us from the Law Library of Congress. Julie has a J.D. and Masters degree in librarianship from UNC-CH. Julie will be team-teaching the Advanced Legal Research and Writing course with Jim Sherwood, Reference/Foreign & International Law Librarian, in the spring.

Nikki Perry is our new Reference/Electronic Resources Librarian and comes to us from North Carolina Central Law Library. Nikki taught legal research for ten years at NCCU and will be team-teaching the Advanced Legal Research course this fall with Margaret Hall, Reference/Student Services Librarian. Nikki has M.L.S. and J.D. degrees from North Carolina Central.

Todd Venie is the library’s new Graduate Assistant. Todd has a law degree from Ohio State and is completing his second and final year in the School of Information and Library Science at UNC. You’ll see Nikki, Julie and Todd at the library Reference Desk.

Courtney Parker is the library’s new Administrative Office Assistant, and she brings experience as a legal assistant for a law firm and as an office assistant and medical transcriber at the University. Courtney has a B.A. in Theatre and Communications from UNC and a multimedia certificate from Alamance Community College.

In addition, I welcome you in my new capacity as Director of the Law Library. The past 7 years, I served as Associate Director of the Law Library, and I am delighted to move into the leadership role as Director. Scott Childs, formerly the Assistant Director for Public Services, is now the Deputy Director of the Law Library, and Carol Nicholson has a new title as Associate Director for Technical Services. The library will search for a new Assistant Director for Public Services this fall.

The Law Library has replaced the scanner /computer on the fourth floor of the library. The new setup has the latest versions of Adobe Photoshop, Dreamweaver, Illustrator, and Flash in addition to Microsoft Office 2007. PDF Converter 4 provides easy OCR (optical character recognition) for converting your scans to Word or WordPerfect formats. The scanner has both flat-bed and a sheet-feeder for easy scanning.

ITS has made some changes to the wireless access points in the Van Hecke Wettach that should improve reception in the building. In addition, we are recommending that all Windows XP Sevice Pack2 users install the following Microsoft update that fixes some other known issues. The update and accompanying info can be found here:

Finally, for all Mac users, please note that connectivity to the campus wireless network may be inconsistent if your operating system is anything less than version 10.4.8. In general, it's a good idea to run all automatic software updates on your Mac. Doing so will ensure that you're running the latest OS.

A new library display entitled "Inspirations from One Generation ... to the Next" has been mounted by the Black Law Students Association (BLSA) in recognition of Black History Month. The display was coordinated by BLSA Secretary, Lakai Terrell, with assistance from Margaret Hall, Carol Nicholson and Bernetta Evans.

As you enter the library, please take a moment to be inspired by quotations and works from leading African-Americans from the past, and the "next generation" of African-Americans currently at Carolina Law.
